Homeschooling Laws in TN

Fortunately, for families in TN considering homeschooling in 2002, the regulations around homeschooling in Tennessee are relatively relaxed compared to other states. The Tennessee Home School law (Tennessee Code Annotated § 49-6-3050) states: "A home school is a school conducted or directed by a parent or parents or a legal guardian or guardians for their own children." Since you are not required to send your child to preschool, these laws only apply to children who are of Kindergarten age of above. We also recommend families consult the Tennessee Department of Education website or contact the homeschooling department directly. Here is their email: Home.School@tn.gov

Here are the three primary ways TN families can homeschool

  1. Independent homeschool: Teach their children themselves

  2. Church-related umbrella school: Attend a church-related school

  3. Accredited online school Enroll in an accredited online school.

We are going to focus on option 1: Independent homeschool since the other options require a simple enrollment. Families can learn more about the other options on the Tennessee Department of Education website or contact the homeschooling department at Home.School@tn.gov

Remember, they are legally required to answer your questions and give you the information you need. That’s why you pay taxes! So draw on this resource.

Checklist

  • Start when your child is in Kindergarten

  • File your letter of intent by emailing your local school district coordinator (see list below) https://www.tn.gov/content/dam/tn/education/nonpublic/hm_sch_intent_to_home_school.pdf

    • Submit proof that you have a GED or High School Diploma

    • Submit proof that you are the student’s legal guardian

  • Submit attendance records annually to local homeschool coordinator

  • In grades 5, 7, and 9 take standardized exams through your local school district for free (or another approved exam of your choice within 30 days of school standardized exams at your own expense).

Requirements

  1. Families do not need to official start homeschooling until their child is of Kindergarten age.

  2. The person teaching must be the student’s parent or legal guardian and submit proof (power of attorney is not sufficient proof).

  3. The person teaching must have a High School Diploma or G.E.D.

  4. Families must send a letter of intent to the local school district director at the beginning of each year. “Provide annual notice to the local director of schools prior to each school year of the parent-teacher’s intent to conduct a home school and, for the purpose of reporting only, submission to the director of schools of the names, number, ages and grade levels of the children to be home schooled, the location of the school, the proposed curriculum to be offered, the proposed hours of instruction and the qualifications of the parent-teacher.”

  5. Families must submit attendance records showing their child was homeschooled 4 hours a day, 180 days a year. (This does not mean that a student has to sit at a desk 4 hours a day and be taught by their parent. See our guide to power homeschooling to learn more)

  6. In grades 5, 7 and 9, students must perform a standardized assessment. This is done by contacting the local school district.

  7. If a student performs one full year below grade level for two years in a row, they may be sanctioned.

Manisha Snoyer (co-founder of Modulo)

For the last 20 years, I’ve taught over 2000 children in 3 countries (of all socio-economic backgrounds). I pioneered an English language program in a conflict region in the Middle East. I’ve worked as a bilingual public school teacher at some of the highest and lowest performing public schools and in all five boroughs of NYC. I’ve tutored 18 subjects in three languages to some of the wealthiest families in NYC, San Francisco and Paris to make up for shortcomings in private schools they were paying up to $60,000 a year to attend.

Since 2015, I’ve helped hundreds of parents start microschools (way before this was a household buzzword). I founded CottageClass, the first marketplace for microschools and learning pods that was part of the Techstars 2018 class. In 2019, I created a virtual learning program to help families through the pandemic, a free online math tutoring program (masteryhour.org), and schoolclosures.org, a hotline developed in collaboration with Twilio and 80 other partners including Khan Academy, Revolution Foods and the Crisis Text Line, that served 100,000 families impacted by school closures.

I’ve climbed trees with children in forest schools in San Francisco, and tested new digital apps with kids in seven countries.

I’ve also coached dozens of families at different stages in their homeschooling journey. Most recently, I founded Modulo with homeschooling dad, best-selling author and tech entrepreneur Eric Ries, to help families curate their children’s education, social and childcare experiences drawing from a diverse array of in-person and online resources.


During the last three years, I’ve devoted much of my time to reviewing and testing secular homeschooling curriculum and other resource. I’ve spent the last three years talking to thousands of secular homeschooling families, and poring over tens of thousands of secular curriculum reviews and testing physical curriculum and digital apps for with hundreds of students to find the highest quality, most engaging, personalized learning materials for every type of learner.

I’ve spoken about homeschooling and modular learning at multiple venues including SXSW EDU, NY Tech Meetup, and on the LiberatedEd podcast.

In 2022, Modulo was one of 8 organizations who were awarded the Bridge Grant from the Vela Education Fund to expand access to homeschooling and modular learning to under-resourced communities.

My experience in education and homeschooling has led me to believe that there is no perfect education for every child, but families have an extraordinary amount of wisdom they can apply to building the perfect education for their individual child.

My goal with Modulo is to make it possible for any family to easily build a customized education that their child will love, and that will empower the whole family to thrive, taking into account, social, emotional and academic needs.
